The Online Marketing Portal of the CEN and CENELEC Shared Digital Infrastructure (SDI) is a website where Members of CEN and CENELEC can offer, request, or simply browse digital services developed by other Members. Members can also pitch proposals to co-develop a digital service together with other interested Members.
As such, the portal allows Members to commercialize and generate revenues from their investments in digital services, to explore and use proven digital solutions developed by their peers, and to divide the risks and costs required to develop new services.
By providing a central portal for Members to exchange and learn about each other’s service developments and needs, the SDI incentives learning, innovation and collaboration across the CEN and CENELEC community. This in turn allows the CEN & CENELEC community in all its diversity, to address the challenges and opportunities raised by digital transformation in an agile, needs-based way, without leaving anyone behind.
The day-to-day management of the Marketing Portal is managed by a Portal Manager selected by the SDI User Group. The Portal Manager can be contacted here.
The SDI project, including this Portal, is managed by the SDI User Group, who oversees and takes decisions on the operational and financial management of the CEN and CENELEC Shared Digital Infrastructure (SDI). This includes notably the management, financing and functioning of the SDI Marketing Portal. The SDI User Group does not address bilateral, commercial and/or contractual matters between CEN and CENELEC Members or other actors using the SDI Portal.
Strategic reflection and long-term decisions in relation to the SDI and its financial viability are handled by the CEN and CENELEC Presidential Committee (PC, see below).
The mandate, composition and working methods of the SDI User Group are defined in the Terms of Reference of the Group.
The SDI project is conceived as a project that is run and financed by a changing coalition of a number of CEN and CENELEC Members. Any activities within the SDI project, including the Online Marketing Portal, therefore, are financed outside the respective CEN and CENELEC budgets.
The SDI project takes place outside the CEN and CENELEC system of expert, advisory and governance groups, yet has a reporting obligation to the PC. In particular, the PC is responsible for:
Monitoring and assessing whether the SDI project remains aligned and compliant with the aim and activities of CEN and CENELEC as defined in the respective CEN and CENELEC Statutes;
Monitoring and assessing if and how the SDI project affects the cohesion and reputation, positively or negatively, of the CEN and CENELEC community;
Ensure transparency about the SDI project towards the CEN & CENELEC community as a whole. To this end, where and when necessary, the PC can request the SDI User Group to consult and update relevant CEN and CENELEC advisory groups on a needs-basis only (not as standing items).
The financing of the Marketing Portal, including the Portal Manager and IT costs, is managed by the SDI User Group through a consortium as the legal entity responsible for invoicing participating members. This to pay for the portal’s running costs and, where and when needed, finance future investments.
Before an existing service, service-request or proposal for co-development is published on the portal, it is reviewed and approved by a Portal Manager against a predefined checklist of eligibility and conformity requirements.
In case of non-eligibility, non-conformity or unclarity about the specifics of a proposed service, service request or proposal for co-development, the Portal Manager will contact the Member to discuss and resolve any outstanding issues.
If the Portal Manager and the Member requesting the submission cannot come to a mutually satisfactory solution, the matter will be escalated to the SDI User Group. As per its Terms of Reference, it is within the mandate of the SDI User Group to advise, clarify, mediate and resolve disagreements arising from the operation of the online SDI Marketing Portal in whichever way it deems suitable.
